OGDEN — An Ogden man was charged Monday with shooting another man at a bar last week.

Carlos Manuel Mendez, 40, is charged in 2nd District Court with discharge of a firearm causing serious injury, possession of a gun by a restricted person and illegal discharge of a firearm, first-degree felonies; and causing property damage, a third-degree felony. Because of Mendez’s criminal record, a habitual offender penalty enhancement was added to each charge.

On Friday, police say Mendez entered a bar in Ogden, sat down and stared at another man in the bar.

“Carlos exits the building where he allegedly asks staff to turn off cameras. Carlos remains outside, looking through the front window into the bar,” according to charging documents.

Mendez then opened the back door of the bar and fired two rounds, striking the man, the charges allege. Prosecutors say he then ran out of the building and broke through a wood fence while running away.

Police located Mendez at a gas station and arrested him. He was on supervised federal release at the time of the shooting.

Investigators do not believe the shooting was random, according to a police booking affidavit. Information about the condition of the man who was shot was not immediately available.
